I installed the module on dnn 3.0.13, it seems that the .css file specified by CSSInclude is placed at the beginning of tab page, not in the position of the CSSInclude module, so the .css applya for whole page. Is that right?

Yes, it doesn't actually matter where in a page the css is specified, it will always apply to the whole page. It does matter though, in which order the css files are included. Because this is added after the skin, portal and default.css it should override any settings in those that you want to.
